Frank's is on the tenth level of the multi-storey off Rye Lane, under a red awning, with a concrete parapet and nothing else between you and the skyline: St Paul's, the City cluster, the Shard, the BT Tower, and the sun going down behind them. Climbing the car-park stairs to it costs nothing. It runs in summer only, from the middle of May to the middle of September.
