Jean Nouvel put One New Change immediately east of the cathedral and left its top floor open to the public, with a glass lift running up the outside. St Paul's is close enough from the terrace that the east end fills the frame and you stand level with the drum under the dome, which is an angle no other public place gives you. Free, open whenever the building is, and there is a bar at one end of it.
