Several hundred tankers now move sanctioned oil under flags of convenience, often uninsured, often with ownership buried in shell companies, and often old enough that a spill is a question of when. The panel looks at how the flag system came to work this way, what it does to the coastal states that would have to clean up after it, and what enforcement is left. £12.00, or £10.00 for members.
